Mr. Howell has over 50 years experience in Surveying and Civil Engineering, having been employed with George J. Schaumburg Consulting Engineers from 1950 to 1961 and serving as Assistant County Engineer and County Engineer from 1961 to 1975. Mr. Howell formed his own Company, Billy J. Howell Consulting Engineer in November 1977 which became Howell & Davis Consulting Engineers Inc. in 1986. Howell & Davis was acquired by Fittz & Shipman, Inc. in 1999.

Mr. Howell performed both Right of Way and Topographic Surveys for design of Street Paving, Storm sewers and related drainage for Census Tract 23 for the City of Beaumont as well as Construction Administration for the project.

Subdivisions designed include: Griffing Place, Meadowlands, and Golden Pine Additions in Beaumont, LaPlace Village in Nederland, Windsor Place Units, 1-7, Windsor Village Units 1-5 and 7, The Colony, Ronshire Addition, and Meadow Brook Addition in Port Neches.
